The elements say what kind of energy. The modalities say what it does with itself, and it is the half people skip.
The three modes
Cardinal signs are Aries, Cancer, Libra and Capricorn. They begin each season, and they begin things generally. The cardinal problem is a trail of strong openings.
Fixed signs are Taurus, Leo, Scorpio and Aquarius. They sit in the middle of a season and they hold. The fixed problem is that holding does not distinguish between commitment and stubbornness from the inside.
Mutable signs are Gemini, Virgo, Sagittarius and Pisces. They end a season and prepare the next, so they adapt and translate. The mutable problem is scatter, and mistaking flexibility for having no position.
Why the pairing matters
Cardinal fire (Aries) starts loudly. Cardinal water (Cancer) starts by caring for someone. Same mode, completely different behaviour. Element and modality together are what make twelve distinct signs out of two short lists, and it is why memorising sign traits separately is such wasted effort.
Reading it in a real chart
A chart stacked with fixed signs will be extremely hard to move and extremely reliable once moved, and both facts are the same fact. A chart stacked with mutable signs adapts faster than anyone around it and will need external structure to finish anything, which is a scaffolding problem rather than a character flaw.
